How Ukrainian Officials Are Engaging with Lobbyists
Since Ukraine's lobbying law and Transparency Registry took effect, 114 officials have formally engaged with lobbyists. Leading the pack is Danylo Hetmantsev, head of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy, who recorded 25 interactions with 12 lobbyists. Deputy committee chair Oleksandr Kovalchuk set a record for the most meetings, holding 31 official sessions with 8 lobbyists.
Economy, Environment, and Agriculture Minister Oleksiy Sobolev also proved highly active, logging 11 interactions with 8 lobbyists. Acting State Tax Service head Lesya Karnaukh had 6 lobbyists and 7 interactions, while Defense Minister Mykhailo Fedorov matched that tally with 6 lobbyists and 7 meetings. As of now, 182 lobbyists are officially registered in Ukraine. The energy and utilities sector sees the most lobbying activity, with 225 mentions—28.5% of all cases. Financial, banking, tax, and customs policy follows closely with 194 mentions (24.6%). Other key lobbying areas include:

- Economic development and regulatory policy - 79 mentions
- Healthcare and medicine - 54 mentions
