Latvia Recognizes Ukraine's Digital Signatures

Latvia has become the first country in the world to establish full mutual recognition of digital signatures with Ukraine. Starting in 2026, Ukrainian Qualified Electronic Signatures (QES) will be legally equivalent to handwritten signatures in Latvia. This landmark agreement will allow Ukrainian citizens and businesses to access Latvian digital services without requiring in-person visits. This move is a significant step in Ukraine's broader digital integration with Europe, simplifying cross-border transactions and official procedures.

Amendments to Latvia's 'Electronic Documents Law' came into force this year. This provides the legal foundation for using Ukrainian QES in Latvia, provided they are listed in the European Commission's Trusted List of Third Countries. The recognition of Ukrainian e-signatures is a crucial step toward integrating Ukraine into the European digital space. Ukraine's Ministry of Digital Transformation has also updated its signature verification service on id.gov.ua, which now complies with current EU standards and provides validation results with full legal force.

New Opportunities for Ukrainian Citizens and Businesses

This development unlocks new possibilities for Ukrainian citizens and businesses. They will now be able to interact with Latvian banks by digitally signing documents such as:

  • contracts
  • statements of work
  • invoices

Furthermore, Ukrainians will be able to apply for Latvian state and municipal services and conduct business by signing contracts with Latvian partners online.

It is noted that the European Union plans to recognize all Ukrainian electronic signatures and seals from 2027, subject to the successful implementation of a joint work plan. This will create additional opportunities for Ukrainian entrepreneurs and citizens in other EU countries. As Zoriana Stetsiuk noted, the recognition of Ukrainian e-signatures in Latvia exemplifies digital barrier-free integration, opening new prospects for every Ukrainian.

The recognition of Ukraine's electronic signatures by Latvia represents a major advancement in strengthening bilateral relations and facilitates Ukrainian citizens' access to European digital services. It also promotes Ukraine's integration into the European market, which is vital for the further development of the country's economy and business environment.
