Labor Market Imbalance in Ukraine
There is a serious imbalance in the labor market in Ukraine: in 2025, Ukrainian employers submitted 426.7 thousand job vacancy requests, while the number of registered unemployed is only 337.6 thousand. This indicates a significant shortage of staff in various sectors, creating difficulties for companies in meeting their workforce needs.
One of the most in-demand professions is boiler operator, with 11.3 thousand applications submitted for this position. However, the number of job seekers for this position was only 8.4 thousand, resulting in a labor shortage in this field of almost 3 thousand people. A similar staff shortage can also be observed in other sectors. For example, almost 3 thousand vacancies for teacher assistants have been opened since the beginning of the year, but only 1.3 thousand candidates have been found.
Challenges in the Labor Market
Thus, the labor market in Ukraine faces serious challenges caused by both the large number of vacancies and the insufficient number of qualified workers. This imbalance requires urgent resolution to ensure stable economic development and meet the needs of employers.
The growth in the number of vacancies compared to the number of unemployed indicates structural problems in the education and professional training system in Ukraine. In this regard, it is necessary to find ways to improve staff training, as well as to activate retraining and upskilling programs to meet the demands of the modern labor market.
The presence of a large number of unfilled vacancies may affect the competitiveness of enterprises and the overall economic development of the country.
