Overhaul of Service and Mobilization Rules in Ukraine
Starting in June, Ukraine will implement major changes to military service and mobilization conditions, according to Defense Ministry adviser Serhiy Sternenko. The first phase focuses on revamping the financial compensation system for troops. Ukrainian infantry soldiers will see higher payouts, which is expected to improve their service conditions. Additionally, a structured demobilization process will be introduced, allowing service members to be discharged on a rotational basis. Priority will go to those who have served the longest.
Reforms to the Mobilization System
The second phase of the planned changes targets the mobilization framework. The Defense Ministry is exploring ways to more actively recruit foreigners into military service. Sternenko stated that this effort
“will no longer resemble what is happening now.”In late March, the Ministry presented a draft of the upcoming mobilization reform to the Verkhovna Rada’s Committee on National Security, Defense, and Intelligence. Discussions covered new criteria for businesses, the issue of personnel shortages, and possible adjustments to the deferment mechanism.
These adjustments to service conditions and mobilization could significantly reshape the country’s military landscape, opening fresh opportunities for both Ukrainian soldiers and foreigners willing to help defend Ukraine. The reforms represent a critical step toward better service conditions and stronger troop motivation, which may ultimately boost the nation’s overall defense capabilities. Involving foreign nationals could also bring new resources and expertise to Ukraine’s armed forces—especially vital given the current security situation.
As these significant reforms unfold, it's important to note that the Ukrainian Armed Forces are also implementing fixed-term contracts with assured demobilization. This initiative aims to provide soldiers with clearer service expectations and enhance the overall structure of military engagement, further contributing to the evolving landscape of Ukraine's defense strategy.
