Ukraine’s Meteorological Infrastructure Gets a Major Overhaul
A contract has been signed between the Ukrainian Hydrometeorological Center (UkrHMC) of the State Emergency Service (SES) and Finnish partners to modernize the country’s meteorological infrastructure. The agreement will take effect once funding is confirmed. The project focuses on upgrading weather monitoring systems and strengthening early warning capabilities for hazardous natural events.
Veronika Filonenko, Director of UkrHMC, signed the contract on behalf of Ukraine. Andrii Danyk, Head of the SES, emphasized that for the emergency service, this initiative is first and foremost about protecting and saving lives. He highlighted the importance of boosting the nation’s resilience to modern challenges and advancing Ukraine’s integration into European civil protection standards.

Danyk also expressed gratitude to the Government of Finland, Vaisala Oyj, the Finnish Meteorological Institute, and all partners for their trust, support, and fruitful collaboration.

Modernizing the meteorological infrastructure is critically important amid climate change and the increasing frequency of extreme weather events. Enhancing the early warning system will not only improve weather monitoring but also help reduce risks to the population—a particularly pressing need for Ukraine as it faces numerous challenges in this area.
The partnership with Finnish organizations also sets a precedent for attracting more international resources to other parts of Ukraine’s infrastructure.
