Ukraine's Postal Service Ties Shipping Rates to Fuel Prices for the First Time

New Pricing Model Goes Live

For the first time, Ukraine's national postal operator, Ukrposhta, has linked the cost of its logistics services to market prices for fuel. The decision comes amid energy market turmoil fueled by the escalating conflict in the Middle East. Since March 2026, the company's operating costs have risen by approximately 28%.

The price per kilometer traveled has been divided into six categories based on diesel fuel costs:

  • Category A: up to 74.99 UAH per liter
  • Category F: from 95.00 UAH per liter

For the carrier ATP 16329, the per-kilometer rate ranges from 46.69 to 54.66 UAH, while for Kit-Cargo, it falls between 43.21 and 50.59 UAH.

Carrier Contracts Signed

Ukrposhta has signed agreements with two companies: a 973.06 million UAH deal with PJSC ATP 16329 and a 589.92 million UAH deal with LLC Kit-Cargo. ATP 16329, based in Kharkiv, is part of a business group linked to the family of Andriy Rudenko, a former deputy mayor of Kharkiv under Ihor Terekhov. Since 2017, the company has secured contracts worth over 3.4 billion UAH. Kit-Cargo, a Kyiv-based firm owned by Vitaliy Masyuk, has inked agreements totaling 1.27 billion UAH since 2022.

Additionally, Ukrposhta plans to generate over 500 million UAH from selling real estate—more than 13,000 square meters of property. With the new pricing model tied to fuel costs, the company aims to stabilize its logistics operations amid challenging economic conditions.

This move also reflects the company's broader adaptation to external economic pressures, including the ongoing energy crisis. By securing contracts with carriers under this flexible model, Ukrposhta hopes to maintain its competitive edge in the logistics market.

As Ukrposhta adapts its pricing strategy in response to rising fuel costs, other postal services are also re-evaluating their delivery rates. For instance, Meest Post has announced new delivery rates that will take effect soon, reflecting similar pressures in the logistics sector. This trend highlights the broader impact of fluctuating energy prices on shipping services across the region.
