Passenger Transport Rules Undergo Update
Ukrzaliznytsia, Ukraine's state railway operator, in collaboration with the Ministry for Communities and Territories Development, is preparing a significant update to its passenger transport regulations. The proposed changes, now open for a 30-day public consultation, will introduce dynamic pricing for premium-class carriages on both domestic and international routes, alongside a revised ticket refund schedule. This move aligns with global trends in railway management, aiming to modernize fare structures.
Dynamic pricing will apply to first-class (SV) and Intercity+ first-class carriages on domestic routes. Ticket costs will fluctuate based on several demand factors, including:
- Seasonal demand
- Day of the week
- Train occupancy levels
- How far in advance the ticket is purchased
Fares for standard coupe, platskart (third-class), and Intercity+ second-class carriages will remain stable. For international routes, fares in luxury-class (SV) carriages are set to increase by approximately 20% starting in April.
Notably, 70% of all ticket refunds currently occur within four days of departure. The new pricing and refund structures will not apply to military personnel, socially vulnerable groups, people with disabilities, or passengers traveling to front-line territories. A service fee of 60 UAH will be retained for all processed refunds.
Revised Refund Schedule
The new refund policy outlines the following reimbursement rates:
- 15-20 days before departure: 100% refund
- 10-14 days before: 90% refund
- 5-9 days before: 75% refund
- 1-4 days before: 50% refund
- Less than 24 hours before: approximately 30% refund
Starting in 2026, passengers will have several options to request a refund: via the 'My Ticket' section on the Ukrzaliznytsia website, through the 'Transport' — 'Ticket Archive' section in the Privat24 app (this option disappears one hour before departure), or at a railway ticket office, which requires the original ticket and a passport.
The introduction of dynamic pricing in passenger transport could significantly influence passenger behavior, as ticket prices will become more flexible and responsive to demand.
