Introduction of Ukrzaliznytsia's Updated Fare Framework
Beginning September 15, 2023, Ukrzaliznytsia implemented a revised six-tier fare system for suburban train routes across various Ukrainian regions. This initiative aims to reduce operational losses, maintain suburban rail services, and fund the modernization of rolling stock. The adjustment responds to rising operational costs, including electricity, fuel, and other essential resources, which have increased the expense of passenger transport.
Details of the New Fare Zones
The updated fare schedule is structured as follows:
- Up to 50 km – 30 UAH;
- 51 to 90 km – 55 UAH;
- 91 to 130 km – 75 UAH;
- 131 to 170 km – 95 UAH;
- 171 to 250 km – 115 UAH;
- Over 250 km – 150 UAH.
These new fares have been effective since September 15 in the Kyiv, Chernihiv, and Zhytomyr regions. Starting September 22, the system will extend to Odesa, Dnipropetrovsk, Mykolaiv, and Cherkasy oblasts, with plans to gradually implement it nationwide.
Ukrzaliznytsia highlights the ongoing challenges in suburban passenger transport, particularly due to delayed payments from some local administrations for privileged passenger services. The company emphasizes that the revised fare system is essential to preserve current suburban routes and stops, while channeling increased funds toward the repair and upgrade of suburban trains.
September 2023 has also seen several Russian attacks targeting passenger trains and railway infrastructure in Ukraine. On September 8, three assaults on Ukrzaliznytsia passenger trains resulted in injuries and the confirmed death of a conductor on the Dnipro–Zaporizhzhia regional service. Due to intensified hostile activity, trains in the Sumy region will operate only up to Konotop station starting September 12. Additionally, on September 13, an attack struck a passenger train locomotive just 2 kilometers from the Polish border.
