Rail Service Schedule Update
Ukrzaliznytsia, Ukraine's state railway operator, is implementing a revised train schedule for February 20 due to security concerns. Temporary changes will affect several regions, with some trains being replaced by buses or having their routes shortened. This decision follows the Cabinet of Ministers' approval to launch an experimental mechanism for state-ordered domestic passenger rail transport. This new system introduces a Public Service Obligation (PSO) model, common in Europe, where the state compensates the carrier for the difference between the actual cost of service and socially affordable ticket prices. This shift aims to stabilize essential public transport during a period of national challenge.
Specific Route Alterations
In the Sumy region, regional trains will temporarily run only to and from Konotop. For routes in the Kharkiv and Donetsk oblasts from Lozova towards Kramatorsk, passengers will be transported by bus. However, regional express trains on the Izium route will continue to operate on schedule. In Zaporizhzhia, travel between Dnipro and Zaporizhzhia will primarily be handled by bus carriers, though Ukrzaliznytsia plans to operate a few rail services to and from Zaporizhzhia, contingent on the security situation.
- Sumy Region: Regional trains will terminate at Konotop.
- Kharkiv and Donetsk Oblasts: Bus service from Lozova to Kramatorsk.
- Zaporizhzhia: Bus transport between Dnipro and Zaporizhzhia for most connections.
Ukrzaliznytsia advises passengers to follow the instructions of train crews and station staff and to enable push notifications in the official "UZ - Ukrzaliznytsia" app for real-time updates.
The schedule update is a direct response to ongoing safety and security challenges within Ukraine.
The introduction of this new compensation mechanism underscores the state's commitment to maintaining accessible public transport for citizens, even under difficult circumstances. This move could represent a significant step toward modernizing Ukraine's passenger transport system and aligning it more closely with European standards.
