Umerov’s Talks in Berlin
Rustem Umerov, Secretary of Ukraine’s National Security and Defense Council, has landed in Berlin for discussions amid heightened tensions following recent events. Moscow issued a warning to foreign diplomats to evacuate Kyiv due to planned airstrikes, and over the past weekend, Russia launched a massive assault on the Ukrainian capital. Umerov, who had earlier been in Brussels for talks with a senior European Commission official on defense industry cooperation, flew to Berlin early Tuesday morning.
In Berlin, Umerov is set to meet with national security advisors from the E3 group—Germany, France, and the United Kingdom. He will also hold discussions with Günter Sautter, State Secretary at the German Foreign Ministry. Key topics on the agenda include:
- security issues;
- negotiation processes;
- defense cooperation, particularly a drone deal between Ukraine and Germany.
Umerov’s press office has stressed that this is not an emergency meeting, describing the trip as a routine part of his planned work.
Ukraine’s Diplomatic Push
The visit coincides with German Chancellor Friedrich Merz’s proposal for a limited associate membership for Ukraine in the EU—an idea that President Volodymyr Zelenskyy rejected. Zelenskyy insisted that Ukraine’s place in the European Union must be full, complete, and equal.
Some diplomats in Brussels have questioned why Merz chose to make such remarks now, while Umerov is in Berlin. One EU diplomat noted that Umerov’s presence in Berlin at this time suggests a clear chronological link.
Earlier, Umerov also met with Turkish Foreign Minister Hakan Fidan in Ankara. These engagements highlight Ukraine’s active diplomatic efforts amid escalating Russian threats and underscore the critical role of international support in ensuring security.
This flurry of diplomatic activity reflects Ukraine’s strategy to strengthen international ties in the face of the current security crisis. Support from Western partners is becoming increasingly vital, especially given Russia’s recent aggressive actions. Umerov’s talks in Berlin could prove pivotal for future security and defense collaboration, as well as for advancing discussions on Ukraine’s European integration—a key priority for Kyiv.
As Umerov engages in discussions in Berlin, it's essential to recognize the broader context of Ukraine's diplomatic efforts. Recently, President Zelenskyy emphasized key objectives for the nation while Umerov prepares for talks in the US. These interactions reflect Ukraine's proactive stance in securing international support amid rising tensions.
