Government Authorizes Flexible Curfew Rules for Cities During Energy Crisis

Revisions to Curfew Regulations

The Ukrainian government has approved amendments allowing regional authorities to implement flexible curfew rules during the ongoing energy emergency. This move is designed to adapt to current conditions and ensure public access to critical facilities in cities, including Kyiv. The changes are a direct response to the severe strain on Ukraine's power grid from targeted attacks.

Kyiv is expected to be the first community to adopt these new local rules. For the duration of the emergency, citizens will have 24-hour access to designated 'Invincibility Points' without requiring special passes. Private vehicle travel to these points will also be permitted. Local authorities will decide on public transport schedules, enabling more people to reach essential services.

Invincibility Points

Businesses that can serve as Invincibility Points include:

  • Grocery stores
  • Pharmacies
  • Gas stations
  • Service sector establishments
  • Shopping malls

To qualify, these locations must have autonomous power, heating, stable communications, power extension cords, and provide free hot tea. Businesses functioning as Invincibility Points may operate around the clock. All final decisions for Kyiv will be made by the City Defense Council in coordination with security forces.

These regulatory adjustments aim to ease public access to vital infrastructure amid the energy crisis, which stems from external threats to the nation's infrastructure. Introducing flexible curfew measures will help cities better organize daily life, ensuring citizens can obtain necessary services and resources during this challenging period.
