As winter 2026 approaches, Ukraine’s government is rigorously planning for multiple outcomes, including worst-case scenarios. At the YES Annual Meeting 2026, hosted by the Viktor Pinchuk Foundation, Prime Minister Serhiy Koretsky emphasized the critical need to safeguard the nation’s energy infrastructure. Koretsky highlighted that preparation efforts include decentralized solutions to maintain essential services across regions, cities, and provinces. While completely shielding every energy site from Russian attacks is impossible, Ukraine is significantly better equipped to handle such challenges this winter compared to last year.
“It’s clear that fully protecting everything isn’t achievable. However, we are far more prepared for these attacks than we were last winter,” stated Prime Minister Serhiy Koretsky.
He also stressed the importance of thorough planning: “That’s why the government and all involved parties are doing everything possible to move forward with a clear strategy—plans B, C, and even the worst-case options.
