Resilience Plans get government funding

According to Рубрика — Суспільство: The Cabinet of Ministers of Ukraine has approved 35 billion hryvnias in funding for the country's Resilience Plans. The money is earmarked for protecting energy facilities and critical infrastructure, as well as for setting up backup heat-supply systems. Since March, 27.6 billion hryvnias from the state budget's reserve fund have already been released to support measures tied to heating-season preparation.

The move is part of broader preparations for winter, when energy demand and the risk of infrastructure damage are both high.

To fully prepare the energy system, Ukraine still needs around 650 million euros in additional support. President Volodymyr Zelenskyy stressed that mayors and community leaders will be personally accountable for implementing the resilience plans. Prime Minister Serhiy Koretsky added:

"The audit we carried out identified specific measures that require urgent funding. The priority is protecting energy assets and critical infrastructure and deploying backup heating sources." - Serhiy Koretsky

Priorities for surviving the winter

Zelenskyy also outlined three winter-readiness priorities:

  • Updating records of people with limited mobility who may need assistance or temporary relocation if heating and electricity are cut off for a long period.
  • Verifying where those individuals actually live.
  • Calculating how many accommodation places will be needed for them.

"We have to use every remaining day before the heating season begins to make sure approved plans are implemented and communities are fully prepared for winter," Koretsky said. The government says it continues to work actively to keep the energy system stable and ready for the cold months.

This funding underlines how much importance Ukraine is placing on winter readiness as it faces serious energy challenges. The money is meant not only to upgrade infrastructure, but also to protect people, especially the most vulnerable, and ensure the country can keep functioning throughout the winter.
