Support for District Heating Companies

The Ukrainian government has approved a proposal from the Ministry for Communities and Territories Development to extend special gas supply arrangements for district heating enterprises until September 30, 2026. This move involves amendments to a July 19, 2022 decree (No. 812) and is designed to ensure the stable operation of heating utilities during a period of immense strain on the nation's energy infrastructure. This decision comes as Ukraine's power and heating systems face sustained targeting.

Additionally, the government has decided to increase the planned gas volumes for March by up to 10% to meet the needs of households and state-funded institutions. These adjustments are crucial given the unstable situation caused by systematic attacks on heat-generating facilities.

'Given that Russia is systematically attacking heat-generating facilities, it is vital to guarantee the stable operation of district heating companies and the uninterrupted provision of services to people.' Oleksiy Kubra, Deputy Prime Minister for the Restoration of Ukraine

Oleksiy Kubra also noted that 'simultaneously, we have received requests from communities regarding fixed gas volumes—due to abnormal frosts, companies have used more resources than anticipated.' He added that extending the special supply terms and adjusting volumes will allow companies to operate without shutdown risks, stably complete the current heating season, and prepare for the next one.

Heating Companies Must Contact Gas Supplier

District heating enterprises must apply to LLC 'Naftogaz Trading Gas Supply Company' by March 16 to secure the required gas volumes. This measure aims to ensure stability and reliability in heat supply for the population and social institutions.

Extending the special gas supply terms for heating utilities is a significant step for Ukraine's energy security, particularly amid ongoing wartime threats. The increase in gas volumes for households and public institutions also demonstrates the government's readiness to address challenges linked to extreme weather and attacks on critical infrastructure. These decisions will help maintain stability in heat supply, which is critically important for the social welfare of citizens.
