Streamlined Technical Checks for Cross-Border Transport Operators

Ukraine’s Cabinet of Ministers has approved a measure to simplify technical inspections for international carriers, merging two separate procedures into one. This update confirms alignment with both Ukrainian and global standards. The market for technical inspections is now open to all accredited entities, fostering competition, lowering service costs, and improving quality.

“We are further opening the technical inspection market. All accredited bodies—not just a single state enterprise—will be able to issue certificates,” said Oleksiy Kuleba.

International carriers operate under permits from the European Conference of Ministers of Transport (ECMT), which allow goods to be transported across more than 40 countries. Previously, carriers had to undergo two distinct checks, costing businesses roughly UAH 300 million in duplicate procedures over recent years. Under the new decision, only one technical inspection remains, and the ECMT certificate is issued immediately upon passing it.

New Regulations and Their Impact

At the latest allocation of ECMT permits, over 21,000 trucks were registered. The Ministry of Communities and Territories Development, together with the European Commission, has agreed to extend the freight transport liberalization agreement for 15 months. This transport visa-free regime will remain in effect until March 2027, signaling Ukraine’s continued push to integrate into the European transport network.

As part of the new approach, a unified classification of defects, clear vehicle operation rules, and full data integration into the state system have been introduced.

Simplifying technical controls for international carriers could significantly ease doing business in Ukraine by cutting costs and speeding up certification processes. It also underscores Ukraine’s commitment to integrating into European transport systems and meeting international standards. With these new rules, the country has the potential to boost its competitiveness in the global transport market and attract more foreign investment into the sector.
