Streamlining Ukraine's Public Administration
The Ukrainian government is set to initiate a comprehensive reform aimed at enhancing the efficiency of its public administration. In the first phase, more than 4,000 unoccupied posts within ministries and agencies will be eliminated. Additionally, the number of deputy ministers will be cut by around 20%, and deputy heads in other central executive bodies will decrease by nearly 18%. These measures seek to create a leaner, more effective state apparatus.
Evaluating Functions and Enhancing Training
As part of this reform, a thorough functional assessment of central executive bodies will be carried out. Sergei Koretsky emphasized the importance of this process, stating,
“The key task is to conduct a functional diagnosis of the public administration. We will examine the roles of each body to ensure they align with the country’s current priorities and realities before finalizing the organizational structure and staffing levels.”The final number of civil servants will be determined once this evaluation is complete.
The government also plans to overhaul civil service training by tailoring programs to the specific demands of each position. New recruits will receive dedicated learning modules, while young professionals will benefit from information campaigns and internship opportunities. Koretsky noted,
“We will launch information initiatives and internships for young people, along with a special program for veterans.”
Furthermore, the Government Council on Public Administration, comprising officials, lawmakers, and experts, has resumed activity. During its recent session, a detailed reform plan was presented and responsibilities for each area were assigned. Koretsky summarized,
“The ultimate goal of these reforms is to build a skilled public administration capable of swiftly and effectively addressing its tasks.”
