Ukraine Builds Emergency Power Reserve to Counter Blackout Threats

Eighth Coordination Center Meeting Held in Ukraine

Prime Minister Yuliia Svyrydenko chaired the eighth session of the Coordination Center for implementing comprehensive resilience plans across regions and cities. During the meeting, the government approved a framework for creating and managing a national reserve of autonomous generation capacity, designed to maintain electricity supply during blackouts and in response to new attacks on the energy grid.

Officials from Zhytomyr, Vinnytsia, and Khmelnytskyi regions delivered reports on their preparations for the upcoming heating season. Prime Minister Yuliia Svyrydenko stated:

“Systematic preparation for the next heating season remains one of the Government’s top priorities. Our goal is to ensure stable electricity, heating, water supply, and uninterrupted operation of critical infrastructure in all regions of the country.”

Streamlined Construction Procedures

The government also simplified procedures for constructing, restoring, and upgrading protective measures for energy and gas infrastructure facilities. Under the new rules, construction work can proceed in parallel with the development of project documentation, eliminating the need to obtain urban planning and permits in advance. Documentation can be completed after the work is finished. This streamlined mechanism, which has been in place since late 2023, applies to:

  • cogeneration units
  • generators
  • boiler houses
  • energy storage systems
  • gas storage facilities
  • extraction sites
  • the gas transportation system (GTS)
  • power grids

The national autonomous generation reserve will include mobile power plants, cogeneration units, boiler houses, transformers, and other equipment. Funding for the reserve will come from state and local budgets, as well as international and donor support. These measures are expected to improve the stability of the country’s energy system and bolster preparations for the winter season.

The decisions taken represent significant steps toward strengthening Ukraine’s energy security amid ongoing threats to energy infrastructure. By simplifying construction and restoration procedures for energy facilities, the government can respond more quickly to blackout-related challenges and ensure reliable power supply for both the population and industry. The creation of a national autonomous generation reserve also highlights the critical role of international cooperation in this area.
