Ukraine to Allocate 53 Billion Hryvnias for Teacher and Social Worker Pay Raises Starting 2026

Additional Subsidies for Education and Social Sectors

The Ukrainian Cabinet of Ministers has approved a plan to provide extra subsidies to local budgets in 2026. These funds are designated to ensure the payment of salaries for workers in the education and social service sectors. The salary increases are scheduled to take effect on January 1, 2026, with the goal of improving the financial situation for educators and social workers. This move comes as the government seeks to stabilize key public sectors during a challenging period for the national economy.

During a government meeting, a decision was made that the Ministry of Finance will monitor the execution of local budgets and coordinate with regional military administrations. The project allocates an additional sum of 53 billion hryvnias, which will be directed toward funding these salary increases in 2026.

“Educators and social workers must receive their salaries on time and in full. To achieve this, the government is prioritizing separate additional subsidies to local budgets in 2026 specifically for wages in the educational and social spheres.”

She also confirmed that the salary increases for educators and social institution staff will be implemented starting January 1, 2026.

Oksen Lisovyi added that the project includes the 53 billion hryvnia sum and that the government is finalizing the mechanism for how these funds will be used to raise salaries. The pay raises will apply to:

  • pedagogical and scientific-pedagogical staff,
  • specialists providing social and rehabilitation services,
  • other workers within these sectors.

The government's decision to raise salaries in the education and social sectors represents a significant step in supporting these workers, who play a crucial role in society. The additional subsidies to local budgets could lead to an improved financial standing for these categories of employees, which may, in turn, positively impact the quality of education and social services in Ukraine.
