Restoration of critical heating infrastructure in Ukraine

The Ukrainian government has adopted a resolution to allocate 116 million US dollars for the restoration of critical heating infrastructure in frontline regions. This funding is provided as part of cooperation with the World Bank and is part of the project 'Restoration of Energy Supply during Winter and Supply of Energy Resources'.

Geography of assistance and equipment

The geography of assistance has been expanded to seven cities, including:

  • Kharkiv
  • Chernigiv
  • Sumy
  • Mykolaiv
  • Kryvyi Rih
  • Kremenchuk
  • Slavuta

The procurement of equipment for these cities is carried out by the UN Office for Project Services (UNOPS). The list of equipment includes mobile and stationary water heating boilers, mobile mini-cogeneration units, pumping units, pipes, and components for the repair of heating networks, as well as equipment for alternative heat sources.

The project is financed from the grant of the Multi-Donor Trust Fund (URTF) of the World Bank, created in December 2022. The project has been extended until the end of April 2027. In the first phase, 47 million dollars has already been allocated to Ukraine. The total amount of grants through the URTF fund will reach 2.4 billion US dollars by October 2025. Contributions to the fund have been made by 17 countries, including Austria, Canada, Iceland, Japan, the Republic of Korea, Lithuania, the Netherlands, Norway, Sweden, and Switzerland.

This project is an important step in supporting energy stability in Ukraine, especially during the armed conflict. The restoration of heating in frontline regions aims to provide comfortable conditions for the population and reduce risks associated with possible attacks on energy infrastructure. Collaboration with international organizations demonstrates the world's support for Ukraine in critically important areas such as energy and humanitarian needs.
