Ukraine Allocates 15.6 Billion Hryvnias for Road Repairs, Sets 2026 Deadlines

Funding for Ukraine's Road Repair Program

The Ukrainian government has allocated 3 billion hryvnias from the state budget's reserve fund for urgent maintenance on high-traffic national highways. In a separate move, the Cabinet of Ministers has also distributed 12.6 billion hryvnias, which were previously earmarked in the state budget for 2026, for the repair and upkeep of public roads. From this latter amount, 4.6 billion hryvnias is designated for ongoing maintenance work.

These allocations come against a backdrop of significant infrastructure needs. President Volodymyr Zelenskyy has stated that approximately 52 billion hryvnias is currently required for road repairs across Ukraine. On March 12, Serhiy Sukhomlyn, head of the State Agency for Restoration and Infrastructure Development, reported that up to 50 billion hryvnias is needed to restore Ukrainian roads to a proper condition following winter damage. The government plans to complete major work on international highways by June 2026, with a deadline for current repairs on these key routes set for May 1, 2026.

Scope of Work and Financial Oversight

An estimated 95-98% of the work will involve pothole repair. The State Audit Service is currently conducting an inspection of the Kyivavtodor municipal corporation, as funding for the road fund was virtually absent in 2024-2025. Meanwhile, expenditures for the capital repair of municipal roads have increased sharply.

Yuliia Svyrydenko, a representative of the Ministry of Development, noted that 'the Ministry of Development and the Restoration Agency have been tasked with significantly accelerating the pace of work. Current repairs on roads of international importance must be completed by May 1. All major work is to be finished by June 1, 2026.'

These measures are crucial for improving Ukraine's road infrastructure and ensuring highway safety.

The substantial funding commitment underscores the pressing issue of road surface conditions in Ukraine, which demands an urgent solution. Given the vast sums required for infrastructure restoration, the government is focusing efforts on rapid project implementation, which could positively impact road safety and regional economic development. However, the success of these measures will depend on the effectiveness of budgetary control and the speed of work execution.

As the government gears up for extensive road repairs, the repair of public roads will commence as soon as the weather warms up. This timely initiative is essential to ensure that infrastructure is restored effectively, paving the way for smoother travel and improved safety on the roads.
