Allocation of funds for the restoration of critical infrastructure
The Cabinet of Ministers of Ukraine has decided to allocate 37 million hryvnias from the state budget reserve fund for emergency restoration work on the clinical building of the Institute of Cardiology, Clinical and Regenerative Medicine named after Academician M. D. Strazhesko in Kyiv. This decision was made on March 12, 2026, due to the consequences of a military emergency that occurred following a massive rocket attack on September 28, 2025.
The funds being allocated are directed to the State Agency for Restoration and Development of Infrastructure. They will be provided on a non-repayable basis, and the state agency must approve the list of expenses within a week. Additionally, by the end of 2026, the agency is obliged to submit a report to the government on the use of the allocated funds.
Protection of critical infrastructure facilities
In addition, the government of Ukraine plans to allocate 11.2 billion hryvnias from the state budget reserve fund for the protection of critical infrastructure facilities in ten regions.
These decisions indicate the continuation of the efforts of the government of Ukraine to restore critical infrastructure after military actions. The allocation of funds for the restoration of the clinical building of the Institute of Cardiology underscores the importance of medical institutions in ensuring public health during crises. Overall, the planning of additional expenditures for the protection of critical infrastructure facilities indicates the need to ensure stability and security in the country during a prolonged military situation.
