Housing Voucher Program for Internally Displaced Persons
The Ukrainian government has allocated 6.6 billion hryvnias to fund a housing voucher initiative for veterans and internally displaced persons (IDPs). This program, launching on December 1, 2025, will provide eligible individuals with a voucher worth 2 million hryvnias. The funds can be used to purchase a home, invest in new construction, or pay down an existing mortgage. This initiative is part of a broader effort to address the severe housing crisis caused by the ongoing war.
The technical systems for reserving funds and managing the vouchers are already in place, which is expected to streamline the process for recipients. To date, over 32,000 applications have been submitted, with more than 20,000 receiving preliminary approval from local community commissions.
Program Development and Support
The program was developed by the Ministry for Communities, Territories and Infrastructure Development of Ukraine in collaboration with the Ministry of Digital Transformation, with participation from the Ministry of Veterans Affairs and the Ministry of Social Policy. It operates using the State Register of Damaged and Destroyed Property. The program's partners include:

This initiative aims to support the most vulnerable groups affected by the war by facilitating their access to stable housing.
