Financial Support for Energy Sector Staff
The Ukrainian government has approved a special financial bonus for personnel engaged in emergency repair work within the energy and public utility sectors, effective from January through March 2024. This measure comes as the country's energy infrastructure faces relentless attacks, with the situation in Kyiv alone highlighting the scale of the challenge. As of January 23, heating has yet to be restored to 1,200 apartment buildings in the capital, which are being reconnected for a second time following enemy strikes on January 9 and 20.
Details of the Financial Bonus
Under the new directive, the state will provide an additional 20,000 hryvnias (approximately $500) in salary supplements to Ukrainian energy workers, heating specialists, gas technicians, utility workers, and railway employees. This bonus is designated for staff at energy companies of all ownership types, housing and communal services enterprises, and Ukrzaliznytsia (the national railway) who are directly involved in emergency restoration efforts.
- Funds will be disbursed for work performed in January, February, and March of 2024.
- The first payments for January are scheduled to arrive in February.
Companies will submit personalized lists of repair crews participating in the recovery operations. Each eligible worker will receive the 20,000 hryvnia bonus for each of the three months.
According to government representative Yuliia Svyrydenko: 'An extra 20,000 hryvnias will be added to the salaries of employees at energy companies—regardless of ownership form—housing and communal services enterprises, and Ukrzaliznytsia who are directly engaged in emergency repair work. These specialists go out daily as part of repair crews to damaged sites to restore electricity, gas, heating, and water supply, as well as gas infrastructure operations following shelling.'
Svyrydenko also stated: 'We have simplified the payment mechanism so people don't waste energy and time on bureaucracy. Enterprises will submit personal lists of repair workers. Everyone eligible for the payment will receive a notification through the Diia app or via SMS.'
This support is critically timed, as January 22 marked the most difficult day for the energy system since the nationwide blackout in November 2022, underscoring the severe strain on the country's infrastructure. To preserve the integrity of the power grid, Ukrenergo has been forced to implement special emergency outage schedules.
