The government approved the list of countries for dual citizenship: who will be able to hold two passports

Approval of the new law on dual citizenship

The Cabinet of Ministers of Ukraine approved the list of countries with which dual citizenship is allowed without mandatory renunciation of the Ukrainian passport. This new law will come into effect on January 16, 2026, allowing certain categories of Ukrainians to obtain a second passport. It is important to note that the law on dual citizenship was adopted by the Verkhovna Rada in June 2025.

Countries allowed for dual citizenship

The list of countries with which Ukrainians can have dual citizenship includes:

  • Canada
  • Germany
  • Poland
  • United States of America
  • Czech Republic

These countries were chosen considering their political support for Ukraine, sanctions policy against the Russian Federation, as well as the level of cooperation in security and migration. It is important to note that the law does not apply to citizens of aggressor states and countries posing a threat to Ukraine's national security.

Lawyers recommend not to rush with the submission of documents until January 16, 2026, to check the admissibility of dual citizenship in the country of residence, and to follow the clarifications from the Ministry of Foreign Affairs and the State Migration Service of Ukraine. It is also advisable to keep proof of legal residence abroad. This new step by the government aims to simplify the procedures for Ukrainians wishing to obtain a second passport and to create conditions for their further integration into the international community.

Approval of the list of countries for dual citizenship indicates Ukraine's strategic approach to strengthening international ties and supporting compatriots abroad.

This may contribute not only to reducing emigration pressure but also to improving the economic situation in Ukraine by attracting investments and expanding opportunities for Ukrainians in the international labor market.
