Resilience Plans to Safeguard Water Supply Systems
In response to the threat of targeted attacks from Russia, the Ukrainian government has approved resilience plans designed to protect water supply systems. Oleksiy Kuleba, Ukraine's Deputy Prime Minister for Reconstruction, highlighted that the main priorities include physically securing critical infrastructure sites and ensuring backup power for water utilities and pumping stations. He stated, 'We are preparing the system so that it can withstand strikes and recover quickly.'
Amid ongoing assaults on critical infrastructure, authorities are focusing on expanding distributed generation and developing alternative water supply routes. Experts had previously warned of risks to water systems in at least ten Ukrainian regions. Since the start of the full-scale invasion, Russia has repeatedly targeted infrastructure, including hydraulic structures. Notably, the destruction of the Kakhovka Hydroelectric Power Plant occurred in June 2023, and more recently, Russian forces attacked the dam of the Pechenihy Reservoir in the Kharkiv region.

Kuleba also noted that
“it is impossible to predict the exact timing or targets of future attacks”.
