Popenko detailed that last October, during strikes on energy infrastructure, 70-80% of Kyiv was left without water or working sewage. In Dnipro, the water utility managed to restore operations within just an hour after a complete blackout thanks to backup power sources. In stark contrast, it took Kyiv several days to restore its water supply following the attacks.

'The entire model we are discussing-water supply and sewage-is structured and operates based on pumping or sewage-pumping stations,' stated Oleg Popenko.

Popenko further emphasized that 'as it turned out, water utilities have no backup power sources. Some cities have provided themselves with backup power sources, but in Kyiv, it took several days.' These facts underscore the urgent need to modernize and harden Ukraine's water and sewage systems to improve their resilience against external threats.
