The government is improving access to medical care: what has changed in the Medical Guarantee Program for 2025


The government has made changes to the Medical Guarantee Program for 2025 with the aim of improving access to quality and free medical care across the country. The updates are aimed at providing financial support to medical workers in remote or frontline regions, as reported by the Ministry of Community and Territory Development.



According to the department, financial resources for institutions in sparsely populated and remote communities have been increased by raising coefficients to the capitation rate. This will help improve the working conditions of medical institutions and ensure residents have stable access to medical services.



'Emergency medical centers operating in dangerous areas will receive increased rates under the Medical Guarantee Program. The collected funds will be spent on operational measures and equipment updates. Mainly, this concerns specific areas of Chernihiv and Sumy regions,' explained ministry representatives.


A new mechanism has also been introduced in the Program, allowing primary care doctors to receive payment for patients even if their number exceeds the established limit of declarations.


The government of Ukraine has amended the Medical Guarantee Program for 2025 to ensure better quality and accessibility of medical care in all corners of the country. The updates are aimed at financially supporting institutions in remote and frontline areas, improving working conditions for medical workers, and ensuring proper medical equipment standards. Another important innovation is the introduction of a payment mechanism for primary care doctors, which will enhance their motivation and the quality of medical services for the population.
