Revised Regulations for Air Defense Volunteer Recruitment
The Ukrainian government has introduced new regulations governing the recruitment of volunteers for Air Defense (AD) units. Initiated by the Ministry of Defense, these changes aim to enhance the nation's capacity to counter aerial threats. These volunteer groups form a vital component of Ukraine's broader air defense system, which is overseen by the Air Force of the Armed Forces of Ukraine.
Updated Eligibility and Certification Requirements
Under the revised rules, the authority to establish these AD groups is now granted to:
- Heads of military administrations,
- Commanders of volunteer territorial community formations (VTCFs),
- Commanders of territorial defense units to which a VTCF is subordinate.
Members of VTCFs who have a deferment from military conscription are now permitted to join. Joining an AD group requires specialized training and the acquisition of a relevant qualification, such as certification for an external drone pilot, a master technician, or a sapper.
New certification standards have been set: drone pilots must obtain certification from educational institutions accredited by the Ministry of Defense, while sappers must complete training at facilities run by the Ministry of Defense, the Ministry of Internal Affairs, or the State Emergency Service. Furthermore, AD groups are now allowed to temporarily involve servicemen from the Territorial Defense Forces of the Armed Forces of Ukraine.
