Revised Regulations for International Passports
The Ukrainian Cabinet of Ministers has updated the procedure for issuing international passports to citizens residing abroad. According to Cabinet Resolution No. 1709, which takes effect on December 24, 2025, applicants must now provide their Taxpayer Registration Number (RNOCCP) when submitting documents at consulates or diplomatic missions. This change is part of a broader effort to streamline consular services for the significant number of Ukrainians living outside the country.
How to Obtain a Taxpayer Number
For Ukrainians abroad who do not yet have a Taxpayer Registration Number, the new rules allow for remote application. The Consulate General of Ukraine in Edmonton has already published guidance on this process. However, there are two key exceptions to this mandatory requirement:
- Newborn children, who will not need the number for their passport application;
- Individuals who have officially renounced their taxpayer number on religious grounds and have previously notified the relevant Ukrainian authority.
There are several methods available to obtain a Taxpayer Registration Number from abroad:
- Through an authorized legal representative in Ukraine using a power of attorney;
- By applying directly through a consular office;
- Electronically via the taxpayer's online account, provided a qualified electronic signature is available.
The government states that these amendments aim to simplify and formalize the passport application process for Ukrainians overseas. This new requirement aligns Ukraine's consular procedures with international standards for identity verification and document security.
