Ukraine Mandates State Firms to Import Half Their Power, Imposing New Rules on Railways and Gas Monopoly

State Companies Directed to Import Power Amid Energy Crisis

In response to a severe energy crisis, the Ukrainian government has ordered major state-owned enterprises—Ukrzaliznytsia (railways), Naftogaz Ukrainy (oil and gas), and Ukroboronprom (defense)—to significantly increase their electricity imports to secure supply for the population. Energy Minister Denys Shmyhal announced these urgent measures to address power shortages, a situation exacerbated by the fact that, following Russian strikes in 2025, not a single power plant in Ukraine remains fully intact. This directive underscores the profound strain on the nation's energy grid due to ongoing conflict.

The new regulations require these companies to import a minimum of 50% of their own electricity consumption. The maximum import capacity has been set at 2.3 gigawatts. This move aims to stabilize the power supply, as current import levels are highly imbalanced. According to Minister Denys Shmyhal:

'While imports are purchased in full during night hours, unfortunately, during the day we are importing less than 30% of our physical capacity.'

Protecting Critical Infrastructure and Ensuring Stability

Furthermore, the Minister stated that households relying on electric heating will be classified as critical infrastructure, ensuring they are shielded from blackouts. These combined steps are designed to ensure the stable operation of the energy system amidst the immense challenges Ukraine faces from the war. The situation in the energy sector remains dire, but the new rules target improved electricity provision for both citizens and industry.

Given the crisis in the energy sector, largely due to wartime destruction of infrastructure, these measures represent a crucial step toward securing a more stable power supply for Ukraine. The mandate for state firms to boost electricity imports highlights the necessity for immediate action to resolve issues that directly impact daily life. Ensuring power for critical infrastructure, especially electrically heated homes, is vital for sustaining the population during an exceptionally difficult economic period.
