Von der Leyen's Kyiv Visit: EU's 90 Billion Euro Aid, Energy Security, and Sanctions Against Russia

Key EU Support Priorities for Ukraine

During a visit to Kyiv, European Commission President Ursula von der Leyen outlined three central pillars of the European Union's support for Ukraine:

  • A financial package worth 90 billion euros,
  • Energy security,
  • Increased pressure on the Russian Federation.

She emphasized that the political decision for the loan has already been approved by the leaders of all 27 EU member states. However, Hungary is currently blocking the technical procedures. The first tranche of the loan is planned to be delivered by Easter.

Energy Security and Sanctions

The second priority highlighted by von der Leyen is Ukraine's energy security. For urgent support to the energy sector, the European Union has allocated 100 million euros. A longer-term package of 920 million euros is also planned for the 2026-2027 period.

The third priority involves intensifying pressure on the aggressor. The European Union plans to adopt a 20th package of sanctions against Russia. On February 24, the EU's General Affairs Council approved the documents to continue technical work on the loan, but the final legislative proposal is currently being blocked by Hungary.
