In which regions did apartment prices rise the most in 2025

The residential real estate market in Ukraine in 2025 showed an overall increase in prices, although the dynamics varied significantly by region. Despite the war, economic risks, and uneven safety conditions, apartments became more expensive in both the primary and secondary markets in most regions. This is reported by Visit Ukraine citing analytical data from the relevant market.

Apartment prices in Ukraine in 2025: general trends

According to the report of the verified real estate marketplace DIM.RIA, last year 226 residential buildings were put into operation, totaling 423 sections. The most active construction was concentrated in relatively safe regions and around the capital.

The most new buildings were commissioned:

  • in Kyiv region - 67 buildings

  • in Lviv region - 48 buildings

  • in Kyiv - 20 buildings.

These regions remained centers of attraction for internal migrants and investors, which directly affected the increase in housing prices.

Price growth for new buildings in the regions: leaders of 2025

In the primary market, prices in 2025 rose nearly across the country, however, the fastest dynamics were recorded in certain regions. The most significant price increases for apartments in new buildings were:

  • in Zhytomyr region - by 28.3%

  • in Ternopil region - by 20.4%.

Analysts explain this by a combination of pent-up demand, limited supply, and growing interest in regions considered relatively safe.

It is worth noting that Kyiv in 2025 retained its status as the most expensive city in the country: the average price per square meter in December reached 1,445 dollars. The most affordable housing remained in frontline areas, particularly in Sumy, Zaporizhzhia, Mykolaiv, and Chernihiv regions.
