In Ukraine, the quality of education is 'limping': what is wrong with educational institutions and programs

The National Agency for Higher Education Quality Assurance has published statistics on the accreditation of educational programs for the past year. According to the agency's data, only 1.5% (18 programs) out of 2539 reviewed educational programs from Ukrainian universities received 'exemplary' status. The head of the parliamentary education committee, Sergey Babak, reported this during the presentation of the agency's report.


The majority of programs, namely 86.5%, were accredited without distinction, indicating compliance with minimum quality standards. However, 11.8% of the programs were conditionally accredited with a requirement to address significant shortcomings. These conditionally accredited programs constitute the result of a simplified procedure due to martial law and account for more than half of all decisions in the past year.



According to Sergey Babak, in the opinion of the agency, the main problem is the lack of response to violations identified in the programs during previous accreditation procedures. To highlight issues in the higher education system, a 'List of Significant Shortcomings' was created, and the identification of problems according to such criteria is a relevant task.



The results of accreditation indicate the need for reforms in higher education in Ukraine, particularly regarding the improvement of educational programs and their adaptation to modern requirements.



The comments of the head of the parliamentary education committee and the results of the accreditation of educational programs in Ukraine indicate the need for systemic changes in higher education aimed at improving the quality of education and its compliance with modern standards. Emphasis on addressing significant shortcomings in educational programs will be an important step in enhancing Ukraine's educational system.
