Experts from 'Legal Consultant for IDPs' reported on the introduction of innovations in the field of social protection of children and families in Ukraine. One of the main changes is the simplification of the procedure for obtaining a certificate for parents of large families and children from large families. Now this document can be obtained not only by one of the parents in person but also by an authorized person who presents the relevant documents.
“Applications for issuing the certificate can now be submitted via e-mail. Until this moment, the certificate could only be obtained in person by one of the parents.”
In addition, it has been noted that the main issues of protection for deported or forcibly displaced children have been improved. Now an individual plan for the return of a child is created together with public and charitable organizations along with state institutions. This plan takes into account the age, health, place of residence, and other characteristics of the child, contains a return route and a list of necessary documents.
A new type of assistance for children in situations of deportation or forced displacement
In addition to the aforementioned changes, 'relocation' assistance for deported or forcibly displaced children has been introduced in the amount of 50,000 hryvnias. This assistance is paid once to the legal representative of the child or an authorized person, if they are indicated in the individual plan. It has also been established that this assistance is not taken into account when calculating the family income for assigning other types of social assistance.
Other types of support for returning children to Ukraine
In addition to the new type of assistance, the government provides for other expenses covered by the state budget within the framework of the individual return plan. These expenses include travel documents, daily allowances, and housing expenses, essential items, assistance in document production, and others such as psychological support, housing provision, and access to medical and rehabilitation services.
Changes have been made in Ukraine's system of social protection for children and families, particularly regarding obtaining certificates for parents of large families and providing assistance to deported or forcibly displaced children. The procedure for obtaining the certificate has now been simplified, and the circle of people who can receive this certificate has been expanded, as well as a new type of assistance of 50,000 hryvnias for the target group has been introduced. The state will also cover other expenses during the child's return to the country, taking into account the various needs and characteristics of each family. These steps are aimed at improving the living conditions and social support of children in difficult life circumstances.
