A new evacuation system will be created in Ukraine: how it will work for residents of TOT

The Ukrainian Ministry of Social Policy, Family and Unity plans to create a State Information System for coordinating evacuation and providing assistance to people from temporarily occupied and frontline territories.


The main goal of this system is to ensure a clear and safe sequence of evacuation from the moment people leave dangerous areas until they integrate into new communities. The regulation governing the operation of the System divides responsibilities among state bodies, local governments, and public organizations, and provides for an assessment of the needs of the evacuated.


'The new System will streamline the evacuation process from frontline communities. People who are forced to leave their homes must receive quality support. The Ministry has already developed new support programs for evacuees who need special care. The new System will eliminate bureaucratic procedures and speed up assistance,' said Minister Denys Uliutin.

The Ministry is responsible for social support and reintegration of internally displaced persons. The coordination of the process is ensured by the Ministry of Community Development and Territories through the Coordination Headquarters, while the State Emergency Service is responsible for safety and the technical part of the evacuation.


Local executive authorities and local governments are directly responsible for conducting evacuation on the ground, including registration, transportation, and accommodation of people, as well as providing social support.


Based at transit centers, multidisciplinary teams work to identify the needs of evacuees and provide comprehensive support in new territories. The coordination of these teams is carried out by the National Social Service of Ukraine.



It is planned to create a State Information System for coordinating evacuation and providing assistance to people living in temporarily occupied and frontline territories of Ukraine. The system provides a sequential and organized evacuation process and further integration of evacuated citizens into new places of residence. The new initiative aims to improve the quality and speed of assistance provided to victims and will help avoid bureaucratic obstacles in this process.
