Draft Law No. 15348 Introduces a Revamped Fining System
Ukraine's parliament, the Verkhovna Rada, has registered Draft Law No. 15348, which proposes a completely new framework for speeding fines. Under this legislation, if a traffic violation is captured by an automated camera, the actual driver can officially admit guilt and pay the penalty directly. A key feature allows any individual—not just the vehicle's owner—to settle the fine at a 50% discount during the early payment period.
Currently, the law forces authorities to issue tickets to the car's registered owner, even when someone else was driving. This has created a bureaucratic headache for the real offenders, who cannot properly pay the fine in their own name. As Dmytro Buzanov explained,

Reforms Sparked by a Tragic Crash
The push for legal changes follows a devastating accident at Karavaevi Dachi in Kyiv on June 5, which claimed four lives. In response, Prime Minister Yuliia Svyrydenko pledged to roll out a comprehensive solution to improve road safety. The Ministry of Internal Affairs has also been working alongside lawmakers to refine the penalty system and strengthen traffic enforcement.
Draft Law No. 15348 outlines a guilt-admission process governed by Article 279³ of the Code of Ukraine on Administrative Offenses. If passed, drivers will be able to respond more efficiently to camera-detected infractions, which is expected to have a positive impact on reducing road accidents across the country.
