Appeals Court Upholds Seizure of Ex-Military Official's Family Cars in Kharkiv

Appeals Court Ruling

The Appeals Chamber of Ukraine's High Anti-Corruption Court (HACC) has upheld a ruling to confiscate assets belonging to the family of a former head of a district military recruitment and social support center (TCC) in Kharkiv. The decision, issued on January 28, 2026, leaves unchanged an earlier ruling from the court of first instance dated October 3, 2025.

The court deemed the assets unjustified, as they were formally registered to a relative of the former official but were used by his immediate family. The confiscated assets are a Toyota Camry Hybrid and a Lexus NX200. The state has recovered the equivalent value of one vehicle, amounting to 1,598,030 hryvnias (its acquisition cost), as well as the physical Lexus NX200.

Evidence and Investigation

Evidence from the State Bureau of Investigations (SBI) and prosecutors from the Specialized Anti-Corruption Prosecutor's Office (SAPO) established that the former official's mother-in-law owned two new luxury vehicles, purchased in 2022–2023 with a total value of 3,423,000 hryvnias. In reality, the cars were used by the official and his close associates. An analysis of the income and expenditures of the official, his family, and relatives confirmed that acquiring these assets with legitimate income was impossible. The Appeals Chamber's decision is final and takes legal effect immediately.

This case is part of Ukraine's broader, sustained anti-corruption drive, which has been a key focus in recent years. Such asset seizures aim not only to punish wrongdoing but also to restore public funds and strengthen trust in law enforcement. These judicial actions underscore the critical importance of financial transparency for public officials and serve as a precedent for other investigations.
