The cost of electricity will decrease from October 1 for a certain category of consumers

Starting from October 1, 2025, Ukrainians who use electric heating will be able to save on their bills due to reduced rates set by the Cabinet of Ministers. These rates will be in effect throughout the heating season. This is reported by 'Glavred'.

How much to pay for electric heating from October 2025

According to Cabinet Resolution No. 37, a preferential tariff will apply for consumers who use electricity for heating:

  • 2.64 UAH/kWh – for the first 2,000 kWh per month.

  • 4.32 UAH/kWh – for consumption exceeding 2,000 kWh.

Until when will the reduced tariff for electric heating be in effect

This discount is available only for households that have no other types of heating and is valid from October 1, 2025, to April 30, 2026. For other household consumers the tariff remains unchanged – 4.32 UAH/kWh, as previously established by the government.

When will the tariffs for electric heating rise

However, experts warn of a possible increase in tariffs in the future. According to Oleg Popenko, head of the Union of Consumers of Utility Services, electricity prices may rise by 15-20% annually in 2026-2028. He noted:

'Tariff increases are actually inevitable, and both Ukrainian experts and international institutions, including the National Bank of Ukraine and the IMF, have repeatedly warned about this, pointing out the need to bring tariffs closer to market rates.'

Such a price increase is related to the need to bring tariffs closer to market conditions and the consequences of Russian shelling, which complicates the operation of the energy infrastructure.

Heating subsidy for IDPs

Additional support for paying utility bills, including electricity, may be available to Ukrainians living in areas of active or potential hostilities. These funds are aimed at alleviating the financial burden on households in wartime conditions.
