Meeting of Ukrainian and Russian Human Rights Officials
Ahead of Easter, Ukraine's Ombudsman Dmytro Lubinets met with his Russian counterpart, Human Rights Commissioner Tatyana Moskalkova. This meeting preceded a prisoner exchange on April 11th, which secured the release of a group of Ukrainians. The freed individuals included military personnel from various units as well as civilians. The exchange returned 28 officers who had been held captive since 2022. The oldest among them is 63 years old, and the youngest is 21. Most of those released in this swap had been in captivity since 2022. The Coordination Headquarters also confirmed the captivity of 12 other Ukrainians whose fates were previously unknown. As part of the Easter exchange, 12 prisoners of war from the 1st Corps of the National Guard of Ukraine 'Azov' were returned, including 11 servicemen from the 'Azov' brigade and one fighter from the 'Kara-Dag' brigade.

Dmytro Lubinets noted that the meeting with Moskalkova also addressed other technical matters related to exchange procedures and the return of civilians.
"We are working to ensure every Ukrainian returns home," he emphasized.The negotiations covered key issues such as the verification and repatriation of prisoners of war and illegally detained civilians, the delivery of letters from POWs to their families, and outlining next steps for family reunification. Furthermore, the parties agreed to continue working on verifying individuals who have gone missing under special circumstances.
