The adoption of the law 'On the basic principles of housing policy'
The Verkhovna Rada of Ukraine adopted the law 'On the basic principles of housing policy', which replaces Soviet legislation and implements European standards in the field of housing policy. The law was passed in the second reading and as a whole under registration number 12377.
This new law abolishes the current Housing Code of Ukraine (UkrSSR) and the Law of Ukraine 'On the privatization of state housing stock'. One of the key innovations is the creation of a Unified Information and Analytical Housing System, as well as revolving funds for financing programs in the field of housing policy. Housing policy, according to the new law, will be based on three-level strategic planning, which includes state, regional, and local strategies.
Main innovations of the law
The document also outlines the main legal, economic, and organizational principles of housing policy. Among the key terms that are introduced are:
- affordable and social housing
- housing operators
- temporary housing
- revolving fund
Moreover, new approaches to the comprehensive renovation of outdated housing stock will contribute to improving living conditions for Ukrainians.
Overall, the adoption of this law promises to change the approaches to housing policy in Ukraine, bringing them closer to European standards and the needs of modern society.
The adoption of the law 'On the basic principles of housing policy' is an important step in reforming the housing sector in Ukraine, which can positively impact the quality of life of citizens.
The introduced innovations, such as the Unified Information and Analytical Housing System and revolving funds, can ensure more effective management of housing resources and funding of housing programs, which in turn will contribute to the development of social housing and improvement of living conditions. This can also serve as a basis for further reforms in the field of urban planning and social policy in Ukraine.
