Tightening Rules for Small Electric Transport

Ukraine's parliament, the Verkhovna Rada, has registered two new draft laws (No. 15284 and No. 15283) designed to bring order to the use of small electric vehicles across the country. While the full texts of these bills have not yet been released, they are known to target electric scooters, unicycles, hoverboards, and other lightweight electric modes of transport. This legislative push comes amid growing concerns over safety and traffic incidents involving these devices in Ukrainian cities.

What the Petition Proposes

A separate petition (No. 41/009894-26ep), previously filed with the parliament, outlines specific restrictions. It calls for banning children under 14 from riding electric scooters on roads, sidewalks, and bike lanes, limiting their use to private courtyards and designated zones only. For riders aged 14 and older, mandatory traffic rule courses would be required.

The petition also demands that operators obtain a special certificate or driver’s license to use electric transport. Rental services would be required to verify users' ages through the Diia app, and companies would be held accountable for renting vehicles to minors. The rising number of accidents involving electric scooters in Ukraine's urban areas underscores the urgency behind these measures.
