Law on the Principles of State Policy of National Memory


The Verkhovna Rada adopted the Law of Ukraine 'On the Principles of State Policy of National Memory of the Ukrainian People' (No. 13273), reports 'Glavkom'.


The document enshrines the key principles of state policy in the sphere of preservation of historical memory and defines it as an integral part of national security.


For the first time, the law establishes a number of concepts at the state level: 'the war for Ukraine's independence', 'national memory', 'historical anti-Ukrainian propaganda', 'crimes against the Ukrainian people'.

It also enshrines the definition of the term 'Rashism' as a hybrid totalitarian ideology that combines Russian chauvinism, imperialism, and practices of communism and Nazism.

We remind you that the Verkhovna Rada officially recognized Rashism as the state ideology of Russia and called on the United Nations, the European Union, and the governments of democratic countries to support the condemnation of Rashism's policies. This statement was supported by 281 members of parliament.


The term 'Rashism' has been actively used by politicians, scholars, and publicists, especially since 2014. The resolution of the Ukrainian parliament became the first normative legal act in the world that features this term and its definition.



The Parliament of Ukraine adopted a law that defines the key principles of state policy for preserving historical memory and recognizes Rashism as a hybrid totalitarian ideology. This is a very important step for the country in defining its values and resisting the spread of anti-Ukrainian ideas.
