Subsidized eOselya Mortgage and 'Housing for IDPs from Occupied Territories' Initiative
Starting next month, veterans and the families of fallen defenders in Ukraine will be able to access a subsidized mortgage through the eOselya program at just 3% interest. The government will cover the rate difference to keep it at 3% for the first decade; from year 11 onward, the rate will increase to 6%. These updated terms take effect in approximately 30 days.
The new regulations also specify maximum housing sizes eligible under the reduced-rate mortgage. For apartments, the limits are as follows:
- 52.5 square meters for a single person;
- 73.5 square meters for a household of two or three;
- An additional 21 square meters for each family member beyond the third, up to a cap of 115.5 square meters.
For standalone houses, the allowed area is 62.5 square meters for one person, 83.5 square meters for families of two or three, plus 21 square meters per additional family member, not exceeding 125.5 square meters in total.
Separately, a new phase of the state aid program called 'Housing for IDPs from Temporarily Occupied Territories' began on May 1. Internally displaced persons from occupied regions can now use housing certificates to reserve funds via the Diia app. According to Yuliia Svyrydenko:
'The state will compensate their interest rate to 3% for the first 10 years, and to 6% from the 11th year.'
She added, 'We will continue improving program conditions for our defenders, veterans, and their families. Details and application submission are available in Diia.'
The launch of the subsidized eOselya mortgage and the 'Housing for IDPs from Occupied Territories' program marks a significant effort to support veterans and internally displaced people in Ukraine. These initiatives aim to ease the housing burden on those affected by the war by providing access to low-interest loans, which could play a key role in improving social stability during the country's post-conflict recovery.
