According to Главком: The eRecovery housing compensation initiative has significantly altered Ukraine's property landscape. A distinct sales segment has emerged specifically for housing certificates, driven by surging demand due to the strict 60-day validity period for these vouchers. Properties eligible under the program must have already registered ownership rights, as apartments in buildings not yet commissioned cannot be purchased with a voucher. Certificate amounts, covering roughly $44,000–$45,000, often fall short in major cities like Lviv, where livable apartments start at $50,000–$60,000 and new constructions can reach $110,000.

A New Phase of the State Housing Initiative

On May 1, the next stage of the state program 'Housing for IDPs from Occupied Territories' was launched. The government has set aside 6.6 billion UAH to provide homes for approximately 3,300 families. Displaced persons from temporarily occupied areas who hold housing certificates can now reserve funds through the Diia app. The payment queue is generated automatically based on the date and time of application submission. Each housing voucher remains valid for five years. Ukrposhta serves as the program operator, sending booking confirmations within five business days. Once a booking is confirmed, beneficiaries have 60 days to finalize a purchase agreement.

Funds allocated under this program can be used for:

  • purchasing a ready-made apartment or private house;
  • investing in a construction-in-progress property;
  • using the amount as a down payment under the eOselia mortgage program.

Earlier reports indicated that 160 families-who lost their homes due to the war and were forced to flee occupied territories-have already bought new housing through the eRecovery initiative.
