After Russia began its invasion, most evaders from the military medical commission (VLC) moved from Kyiv to Sumy and Cherkasy regions. This information was made public by Oleksandr Fediienko, Deputy Chairman of the Verkhovna Rada Committee on Digital Transformation, citing data from the Ministry of Defense, as reported by 'Glavkom'.
Statistics on refusals from VLC
As of 2023, the largest number of evaders, about 700 people, are registered in Kyiv and the region. In 2024, they were mainly in Kyiv and Kyiv region, where about 1600 people refused. However, at the beginning of 2025, the most refusers were in Cherkasy and Sumy regions.
Statistics on fines for evasion
According to Oleksandr Fediienko, about 2 thousand military conscripts evaded VLC. However, the number of fines paid differs significantly. For example, in 2024, 2853 people refused, but only 708 paid fines, contributing more than 3 million hryvnias to the budget. In 2025, 4206 people refused from VLC, but only 488 paid fines, enriching the budget by more than 8 million hryvnias.
Responsibility for evasion from VLC
According to Article 210 of the Code of Ukraine on Administrative Offenses, evasion may result in liability for untimely clarification of data, absence without cause, ignoring mobilization notifications, and violation of military registration at enterprises.
Fediienko emphasized that it is difficult to single out all evaders from VLC, but a large number of draftees and reservists do not pay fines. He called for improvement of this situation both by the national security committee and the law enforcement committee.
Deputy Marianna Kiziiarova is suspected of fictitious service in the Armed Forces of Ukraine.
As a result of the military conflict situation in Ukraine, the places of residence of evaders from VLC, as well as their distribution across regions in the country, have changed. The increase in the number of evaders has also affected the payment of fines and the overall responsibility for evasion from the military medical commission.
