University administrations cannot require students to provide exclusively a paper military accounting document (VOD) for deferral from mobilization - the electronic version has the same full legal force. This was clarified by lawyer Vladislav Deryi on the portal 'Yuristy.UA'.
Universities Require Paper Military IDs from Students
The situation is typical: a young man, applying for a deferral for studies, faced a bureaucratic barrier. The university administration insisted on a paper military ID, ignoring the electronic document from 'Reserve+'. The lawyer emphasizes: such a requirement is illegal and does not provide grounds for expulsion.
"Requirements to provide a paper VOD are unsubstantiated and they have no right to expel you", - emphasized Deryi in the consultation.
How to Apply for a Deferral as a Student
To avoid conflicts, Deryi advises simple steps:

print the e-VOD from the 'Reserve+' app;

submit it to the college or university administration.
This is based on paragraph 9 of the Cabinet of Ministers resolution No. 559: "The military accounting document in electronic form (including printed) and the military accounting document in paper form have equal legal force".
Furthermore, educational institutions are required to maintain Lists of personal military accounting, where in column 9 the possibility of providing an electronic VOD is clearly indicated. If the administration ignores this, the student can appeal to the rectorate or consult a lawyer - refusal does not block the deferral.
Draft law No. 13634-1 limits deferrals for individuals over 25 in vocational education - one had to start studies before age 25, plus a full-time format and continuous qualification improvement. For second education, the deferral only applies when transitioning to a higher level, such as from bachelor's to master's.
