Automatic Extension of Mobilization Deferrals
Ukraine's Ministry of Defense has announced that most mobilization deferrals will be renewed automatically, eliminating the need for citizens to reapply at Administrative Service Centers (ASCs). The current deferral status can now be viewed in the Reserve+ app, offering a quick way for individuals to check their mobilization-related information. A deferral shown in Reserve+ remains valid until the end of the current mobilization period, the expiration date of which is set by a decree from Ukraine's president.
Categories Eligible for Automatic Renewal
Automatic renewal applies to deferrals for several groups of citizens. These include:
- People with disabilities;
- Individuals temporarily unfit for service;
- Parents of a child with a disability under 18;
- Parents of an adult child with a Group I or II disability;
- Those whose spouse has a Group I or II disability;
- Relatives or parents-in-law of a spouse with a Group I or II disability;
- Women and men who are military personnel with a child;
- Parents of three or more children;
- University and postgraduate students;
- Employees in higher and vocational education;
- Individuals whose close relatives were killed or went missing during combat or under martial law;
- Relatives of Heroes of Ukraine awarded posthumously for bravery during the Revolution of Dignity;
- People deprived of liberty due to armed aggression against Ukraine;
- Military personnel released from captivity;
- Parents raising a seriously ill child without a disability;
- Those caring for a seriously ill family member;
- Guardians of individuals declared legally incapacitated;
- Those whose spouse has a Group III disability;
- Individuals caring for a relative of the second or third degree of kinship with a disability;
- Parents raising a child under 18 alone;
- School teachers;
- People aged 18–25 who have completed a one-year contract.
The automatic extension applies to deferrals obtained through Reserve+ and ASCs. If a deferral does not fall into one of the auto-renewal categories, or if the system cannot verify the grounds in official registries, individuals must reapply at an ASC. When the automatic extension is successful, users receive a notification in the Reserve+ app.
It is worth noting that on April 28, Ukraine's Parliament voted to extend martial law and general mobilization until August 2026. National Security and Defense Council Secretary Rustem Umerov stated that the presidential decree extends martial law from 5:30 a.m. on May 4, 2026, for 90 days. Consequently, martial law and mobilization will remain in effect at least until August 2026, highlighting the prolonged situation in the country and the ongoing need to support citizens eligible for deferrals. This context underscores why the government is streamlining processes to reduce bureaucratic burdens.
Extending mobilization deferrals without requiring citizens to revisit ASCs, along with automatic status updates in the Reserve+ app, represents a significant step toward easing the lives of those facing difficult circumstances.
As the automatic renewal of mobilization deferrals streamlines the process for many citizens, it's essential to understand the full range of eligible categories.
