Recruitment Officer in Ternopil Oblast Held Accountable

A serviceman from a Territorial Recruitment Center (TRC) in Ternopil Oblast has faced administrative charges for abusing his official authority. According to the Specialized Defense Prosecutor's Office of the Western Region, the official, while in a service vehicle, unlawfully restricted a citizen's rights and freedoms, employing physical force and using profane language.

An administrative protocol was filed for this incident, resulting in a fine of 34,000 hryvnias for the serviceman. Following this penalty, he was reassigned to a combat duty position. This case is part of a wider pattern of misconduct in the region; for instance, in Volyn, an acting head of a district TRC was recently detained for bribery, where a conscript paid three thousand US dollars to be removed from a wanted list.

Context of Citizen Rights and Military Mobilization

Defense Minister Mykhailo Fedorov has acknowledged the ongoing issues within the Territorial Recruitment Centers, pledging increased scrutiny over the protection of citizens' rights during mobilization procedures. These incidents have raised public concern regarding the rule of law and human rights observance under martial law.

The situation with TRC personnel underscores the critical need to safeguard civilian rights, especially during wartime. Cases involving power abuses and corrupt practices risk eroding public trust in military institutions and the state.
