Employees of the Security Service of Ukraine exposed the head of one of the departments of Ukrinteravtocervice on bribery.
His relative, a former employee of the public organization 'ASMAP', was also involved in the fraudulent scheme of extorting bribes from carriers. This was reported by the Ministry of Infrastructure of Ukraine.
Searches were conducted at the administrative building of Ukrinteravtocervice and at the residence of the detainees.
'The official fraudulently demanded money for legal decisions on the allocation of permits for international transport from the member countries of the European Conference of Ministers of Transport,' the message states.
The carrier from whom the official demanded a bribe had many years of experience in international transport and a fleet that meets all requirements. Therefore, the electronic system would have made a decision in favor of this entity regarding the permit. The detainee had no influence on the operation of the system.

'The competition for the distribution of ECMR permits for 2023 was held in electronic form for the first time, and carriers submitted applications through the information system 'Shlyakh'. Due to automation, human intervention in the system was impossible. The official fraudulently demanded money from carriers and could not, in fact, influence the decision on obtaining a permit,' the ministry reports.
Currently, an analysis of data on all carriers who contacted the detained official for receiving a bribe is underway.
'If artificial distortion of data is established, a decision will be made to cancel multiple permits for international freight transportation,' the message states.
During the investigation, the official has been removed from the commission. He has also been notified of suspicion of committing a criminal offense.
