The Pension Fund of Ukraine has begun testing a new approach to social support for Ukrainian families. The basic social assistance is set to replace four existing types of payments with one universal system.
The Ministry of Social Policy launched a pilot project in July 2025, which combines various types of assistance for families. The new system consolidates aid for low-income families, payments for children of single parents, support for large families, and temporary assistance for children whose parents evade alimony.
Mechanism for calculating basic assistance
The foundation of the new system is a basic amount of 4,500 hryvnias - the sum of the minimally necessary income for one person in a family. The amount of assistance is calculated individually as the difference between the total basic amount for all family members and the actual average monthly income of the family.

For other adult family members, a coefficient of 70% of the basic amount is applied. Pensioners receive additional coefficients depending on their employment history.
'The goal is to make the process of applying for social benefits more convenient: without certificates, unnecessary procedures, by combining several types of assistance into one,' reports the Pension Fund of Ukraine.
Comparison with the existing system
Practical calculations demonstrate an increase in payments for most recipients. A mother with a two-year-old child with no income will receive 9,000 hryvnias instead of the current 6,500 hryvnias. A five-person family with a father earning a minimum wage and three minor children will see their payments increase from 10,500 to 14,010 hryvnias.
A key feature of the new system is the right to choose for families. Recipients can continue receiving the existing types of assistance or switch to basic social assistance. However, to qualify for the new type of support, they must refuse other benefits.
